Kilbourne Graphite Mine

The Kilbourne Graphite Project is a proposed new mining project in the Town of Fowler that would produce natural flake graphite, which is an important mineral used in national defense, advanced manufacturing, and batteries.

• Where would this mine be? The project would build on generations of mining experience in St. Lawrence County while helping create a new domestic source of a mineral that is increasingly important to American industries. Graphite occurs naturally in this part of St. Lawrence County, and the proposed project is located within the existing Empire State Mine.
• What is being proposed? The Kilbourne Graphite Project would mine natural flake graphite. The project includes two open pits, a facility to process the graphite, areas to safely manage rock and other materials from mining, water management systems, and supporting roads and utilities. If developed, Kilbourne would help provide a domestic source of graphite for American manufacturers and industries that currently rely heavily on supplies from other countries.

Protecting local water, wildlife and natural resources is an important part of the project’s ongoing design and review. Below is the latest information about ongoing permitting processes:

• Titan has submitted a permit application to the U.S. Army Corps of Engineers (USACE) under Section 404 of the Clean Water Act. USACE is seeking public input before making a permitting decision. Comments are due by August 31, 2026.
